Challenges include securing guidance counselor buy-in, navigating Civil Service rules, addressing geographic spread, and shifting public perception.

Suggestions include developing a public service announcement, securing funding, forming a committee, offering free test prep, advocating legislative changes for free Civil Service tests for high school students, modernizing Civil Service rules, and hosting a Civil Service Test Day.
